Technical Units

The Director- Consultant Community Physician

This unit is responsible for handling the administrative matters in the National Cancer Control Programme (NCCP) within limits and according to the regulations of the government of Sri Lanka (GoSL). The staff of this unit is led by the Deputy Director NCCP and the Chief Clerical Officer under the Director NCCP.


Terms of reference

  • To manage the establishment and personal matters for programme staff as required by the regulations of the Ministry of Health.
  • To collaborate with senior management team (SMT) and other relevant authorities in decision making and carrying out of administrative work.
  • To work with other NCCP Units to develop comprehensive and coordinated plans for implementation of the National Strategic Plan and other relevant activities.
  • To coordinate and work in partnership with public, private, civil society organizations, and development partners at local, national and international level.
  • To maintain the provision of administrative service in the National Cancer Control Programme in a quality assured manner.
  • To coordinate with and support institutions within and outside the Ministry of Health in the expansion of appropriate, high quality Cancer Control services.
  • Training and capacity building of staff on administrative service in the National Cancer Control Programme.
  • To supervise and monitor the quality of administrative service in the programme.
  • Provision of partnership to Cancer care hospitals to improve the quality of service.
  • Need assessment and provision of technical assistance for supply and procurement of necessary items or services to the National Cancer Control Programme.

Activities

  • Overall supervision of duties of DOs, HMAs and minor staff.
  • Handling and maintenance of petty cash register.
  • Attending to matters relating to audit queries.
  • Preparation of duty lists.
  • Attending to important letters related to the institution.
  • Supervision of all attendance registers.
  • Attending to letters received daily to the institution.
  • Establishment matters not coming under PMAs.
  • Handling personal files of all staff and general files of all categories.
  • Handling and maintenance of inventory & general stores.
  • Duties related to attendance and leave of all staff.
  • Maintenance of all circulars.
  • Maintenance & repairs of buildings and machinery, including follow up of service agreements.
  • Maintenance of unserviceable stores.
  • Handling all duties regarding annual stock verification.
  • Duties related to elections.
  • Handling and preparation of casual salaries, festival advance, extra duty, overtime, traveling vouchers and 1/20& 1/30 payments for all staff,
  • Issuance of official vehicles.
  • Handling and maintenance of outsource facilities such as telephone, electricity, water, gas, blood testing etc.
  • Handling of railway warrants and season tickets.
  • Handling of Medical Officer's Library.
  • Attending to secretarial work for the Director.
  • Procurement of equipment, material & services for the institution.
  • Handling all matters regarding vehicles belonged to the institution including repairs and maintenance.

Unit Head- Consultant Community Physician

This unit is responsible for the cancer prevention, early detection by improving related services in Sri Lanka and to have a close liaison with all development actors, partners and bi-lateral and multi-lateral donors in Sri Lanka.

Sub-Components

  • Cancer prevention.
  • Cancer early Detection.
  • Management of Cancer Early Detection center (CEDC).
  • Mainstreaming of cancer prevention services to other sectors.

Terms of reference

  • To work within and support the relevant National Committees and technical working groups to develop and regularly up-date national policies, strategies, guidelines, protocols and frameworks for implementation of prevention & parly detection services in Sri Lanka.
  • To ensure implementation, appropriate extension and be accountable for prevention, & early detection as per national level protocols and provide technical guidance.
  • To collaborate with senior management team of each unit, Non communicable Disease Unit, Family Health Bureau, Health Promotion Bureau and Cancer care hospitals and other relevant authorities in decision making and carrying out of, prevention & early detection services.
  • To work with other NCCP Units to develop comprehensive and coordinated plans for implementation of the National Strategic Plan and other relevant guidelines.
  • To coordinate and work in partnership with public, private, civil society organizations, and development partners at local, national and international level to improve prevention & early detection services.
  • Training and capacity building of individuals/institutions in the public, private and civil society organizations on prevention & early detection services, in partnership with relevant programme areas in the NCCP.
  • To supervise and monitor the quality of prevention & early detection in the programme.
  • To coordinate the activities of the Prevention and Early Detection Technical Committee and provide necessary recommendations to the National Advisory Committee of Cancer Control in Sri Lanka.
  • Provision of technical support, assistance and guidance to provinces, districts and other organizations and agencies in improving quality, supply and access to prevention & early detection services.
  • Provision of timely reports: Prevention, early detection & Diagnostic services.
  • Need assessment and provision of technical assistance for supply and procurement of necessary items or services for Prevention & Early Detection services.
  • To improve and manage the Cancer Early Detection Center at Narahenpita as the National Center of excellence and provide guidance, support and monitor the regional Cancer Early Detection Centers if initiated in the future.

Unit Head- Consultant Community Physician

This unit is responsible for down-staging the disease through prompt diagnostic services, facilitates treatment and improve the services to quality survival ship among people with cancer in Sri Lanka and close liaison with all development actors, partners and bi-lateral and multi-lateral donors in Sri Lanka.

Terms of reference

  • To work within and support the relevant National committees and technical working groups to develop and regularly up-date national policies, strategies, guidelies, protocols and frameworks for implementation of Diagnostic and treatment services in Sri Lanka.
  • To facilitates implementation, diagnostic and treatment services as per national level protocols and technical guides facilitates to develop necessary protocols.
  • To collaborate with senior management team of each unit, and Cancer care hospitals and other relevant authorities in decision making and carrying out of Diagnosic and treatment services.
  • To work with other NCCP Units to develop comprehensive and coordinated plans for implementation of the National Strategic Plan and other relevan.
  • To coordinate and work in partnership with public, private, civil society organizations, and development partners at local, national and international level to improve & Diagnostic and treatment services to improve quality survivorship.
  • To facilitates training and capacity building of individuals/institutions on diagnostic and treatment, in partnership with relevant technical authorities.
  • To supervise and monitor down-staging the diseases and treatment services in the country to avoid loss to follow-up and quality survival ship.
  • To coordinate the activities of the diagnostic and treatment technical committee and provide necessary recommendations to the National Advisory Committee of Caner Control in Sri Lanka.
  • Provision of technical support, assistance and guidance to provinces, districts and other organizations and agencies in improving quality, supply and access to diagnostic and treatment services.
  • Responsible for coordinating the development and updating Clinical Guidelines and Management Protocols in down staging and treatment of cancer.
  • Provision of timely reports.

Unit Head- Consultant Community Physician

This unit is responsible for the Hospital and Community based Cancer Palliative care Activites in Sri Lanka in close liaison with all development actors, partners and bi-lateral and multi-lateral donors in Sri Lanka.

Sub-Components

  • Hospital Palliative Care Component.
    • Tertiary Care & Secondary Care (Palliative Care Consult Service).
    • Primary Care.
  • Community Palliative care Component.
    • Government sector, Private Sector & NGO sector (Hospice & Home Based Care).

Terms of reference

  • To work within and support the relevant National committees (National Steering Committee on Palliative Care) and technical working groups to develop and regularly up-date national policies, strategies, guidelines, protocols and frameworks for implementation of palliative care services in Sri Lanka.
  • To ensure implementation, appropriate extension and be accountable for palliative care services and reports as per national level protocols and provide technical guidance.
  • To collaborate with senior management team of each unit, Cancer care hospitals and other relevant authorities in decision making and carrying out of palliative care services.
  • To coordinate the activities of the Palliative Care Technical Committee and provide necessary recommendations to the National Advisory Committee of Cancer Control in Sri Lanka.
  • To work with other NCCP Units to develop comprehensive and coordinated plans for implementation of the National Strategic Plan and other relevant guidelines.
  • To develop guidelines and necessary standards of operating procedures relevant to hospices.
  • To coordinate and work in partnership with public, private, civil society organizations, and development partners at local, national and international level to improve palliative care services.
  • Training and capacity building of individuals/institutions in the public, private and civil society organizations on palliative care, in partnership with relevant programme areas in the NCCP.
  • To supervise and monitor the quality of palliative care services in the programme.
  • Provision of technical support, assistance and guidance to provinces, districts and other organizations and agencies in improving quality, supply and access to palliative care services.
  • Provision of timely reports.
  • Need assessment and provision of technical assistance for supply and procurement of necessary items or services for palliative care services.

Unit Head- Consultant Community Physician

This unit is responsible for the overall monitoring and evaluation of Cancer Control programme, projects and activities in close liaison with all development actors, partners and bi-lateral and multi-lateral donors in Sri Lanka.

Sub-Components

  • Surveillance of cancers National Cancer Registry & Population based cancer registries in Selected district.
  • Development of Monitoring and Evaluation frameworks.
  • Handling of cross-cutting specialties.
  • Health information management.

Terms of reference

  • To work within and support the relevant National committees and technical working groups to develop and regularly up-date national policies, strategies, guidelines, protocols and frameworks for implementation of strategic information management services in Sri Lanka.
  • To ensure implementation, appropriate extension and be accountable for M&E frameworks, collation, collection, analysis, interpretation and dissemination of strategic information and reports as per national level protocols.
  • To collaborate with senior management team of each unit, Cancer care hospitals and other relevant authorities in decision making and carrying out of strategic information management services.
  • To work with other NCCP Units to develop comprehensive and coordinated plans for implementation of the National Strategic Plan and other relevant guidelines.
  • To coordinate and work in partnership with public, private, civil society organizations, and development partners at local, national and international level.
  • Coordinate cancer surveillance activities at national and district levels.
  • Facilitate the process of establishing population based cancer registry in the Colombo district and facilitating hospital based cancer registry.
  • To maintain the strategic information management services of the National Cancer control Programme in quality assured manner.
  • To coordinate with and support institutions within and outside the Ministry of Health in the expansion of appropriate, high quality strategic information management services.
  • Training and capacity building of individuals/institutions in the public, private and civil society organizations on strategic information management, in partnership with relevant programme areas in the NCCP.
  • To supervise and monitor the quality of strategic information management services in the programme.
  • Provision of technical support, assistance and guidance to provinces, districts and other organizations and agencies in improving quality, supply and access to strategic information services.
  • Coordination and Maintenance of links between relevant medical specialties and IT related specialties when designing, development, implementation and maintenance of the web site, health information management systems and other health related IT interventions of the NCCP.
  • Provision of timely reports: Annual reports: Quarterly Cancer Control Reports, Cancer Registry data.
  • Need assessment and provision of technical assistance for supply and procurement of necessary items or services for strategic information management services.

Unit Head- Consultant Community Physician

This unit is responsible to implement research areas related to cancer which is required for the evidence based decision making process to improve cancer care services in Sri Lanka and close liaison with all development actors, partners and bi-lateral and multi-lateral donors in Sri Lanka.


Terms of reference

  • To work within and support the relevant National committees and technical working groups to develop and regularly up-date national policies, strategies, guidelines, protocols and frameworks by providing current local evidence.
  • Identify the prioritized cancer research areas in Sri Lanka.
  • To collaborate with senior management team of each unit, research organizations and Cancer care hospitals and other relevant authorities in decision making and carrying out of cancer related researches.
  • Design & implement activities related to promotion & popularizing cancer research among medical and other health community in Sri Lanka.
  • Lead, collaborate and or commission research audits/projects, and/or undertake research or audits in relation to cancer prevention and control.
  • Provide expertise where necessary in research design, management and its implementation in relation to cancer prevention and control.
  • Conduct desk reviews to compile cancer related research conducted in Sri Lanka.
  • Dissemination of current evidence into practice and policy formulation.
  • Utilization of research evidence for informed decision making in relation to cancer prevention and control.
  • Strengthening of partnership with other research organizations and academic institutions.
  • Improvement of research capacity of public health staff.
  • Provision of technical expertise to public health staff for conduction of research.
  • Provide technical expertise as a team member in improving quality of healthcare delivery related to cancer through development of guidelines, standards, protocols etc.
  • Conduct cancer research seminars, journal clubs to motivate cancer researchers.
  • Promote abstract submissions to scientific conferences and writing full text articles to journals in relation to cancer control.
  • Develop links with cancer researchers and cancer research units in the country.

Unit Head- Consultant in Community Dentistry

This unit is responsible for the Oral cancer prevention, early detection and improve diagnostic services in Sri Lanka and close liaison with all development actors, partners and bi-lateral and multi-lateral donors in Sri Lanka.

  • Prevention.
  • Early Detection.
  • Diagnostic.
  • Mainstreaming of oral cancer prevention services to other sectors.

Terms of reference

  • To work within and support the relevant National committees and technical working groups to develop and regularly up-date national policies, strategies, guidelines, protocols and frameworks for implementation of Prevention, Early Detection & Diagnostic services relevant to oral cancer in Sri Lanka.
  • To ensure implementation, appropriate extension and be accountable for prevention, early detection and Diagnostic areas relevant to oral cancer and reports as per national level protocols and provide technical guidance.
  • To collaborate with senior management team of each unit, national institutions and Universities related to care provision for oral cancers and other relevant authorities in decision making and carrying out of Prevention, Early Detection & Diagnostic services of oral cancers.
  • To work with other NCCP Units to develop comprehensive and coordinated plans for implementation of the National Strategic Plan and other relevant guidelines.
  • To coordinate and work in partnership with public, private, civil society organizations, and development partners at local, national and international level to improve Prevention, Early Detection & Diagnostic services relevant to oral cancer.
  • Training and capacity building of individuals/institutions in the public, private and civil society organizations on Prevention, Early Detection & Diagnostic services, in partnership with relevant programme areas in the NCCP.
  • Supervise, monitor and evaluate the services for Prevention, Early Detection & Diagnostic services relevant to oral cancer.
  • Provision of technical support, assistance and guidance to provinces, districts and other organizations and agencies in improving quality, supply and access to Prevention, Early Detection & Diagnostic services of oral cancers.
  • Surveillance of data related to Prevention, Early Detection & Diagnostic services of oral cancers and provides timely reports.
  • Need assessment and provision of technical assistance for supply and procurement of necessary items or services for Prevention, Early Detection & Diagnostic services relevant to oral cancers.
  • Promote and conduct epidemiological and clinical research related to oral cancer and OPMDs with the collaboration of academic and other relevant research organizations on prevention, early detection and management of oral cancers.

Terms of reference

  • Monitor the progress of assigned components of the Annual action plan of the National cancer Control Programme.
  • Provide technical guidance for the smooth functioning of cancer control activities
  • Supervise and guide registrars, Senior registrars, Medical officers and other staff assigned to the respective units.
  • Attend national & district level reviews on cancer prevention and control and provide necessary guidance in related matters.
  • Post graduate teaching.
  • Oversees of staff relevant to each unit.
  • Be a member of Technical Evaluation Committees in the procurement of related products and services.
  • Represent NCCP at different forums such as steering committees, advisory committees, consultative committees etc. if appointed as a member of such forum or was assigned to attend.
  • Participate in any other team activity of the NCCP and any other responsibility entrusted by the Director.
